A first step in the implementation of the “Restart” reform of the social assistance system: the Government approved amendments to 19 normative documents

The Government approved today a draft law to amend a number of documents necessary for the implementation of the “Restart” social assistance reform launched by the Ministry of Labour and Social Protection.

The approved document is a first step in the implementation of the reform and aims at rectifications in 19 laws of the Republic of Moldova, focused on the social protection of the population, namely: the Law on Mandatory Health Insurance Fund, the Family Code, the Law on Population Support Fund, the Law on Social Assistance, the Law on Social Services, etc.

The main legislative amendments, provided for in the draft, concern:

– the establishment of territorial social assistance agencies;

– the transfer of social assistance attribution from the second level local public authorities to the territorial social assistance agencies;

– regulating the role of the Ministry of Labour and Social Protection in organising the work of the territorial social assistance agencies;

– establishing professional development measures and strengthening the professional skills of social assistance staff by regulating the way professional qualifications are awarded;

– reorganisation of the financing of social assistance;

– reorganisation of the Population Support Fund;

– reorganisation of the National Agency for Social Assistance into the Agency for Management of Highly Specialised Social Services.

It should be recalled that the reform of the social assistance system “Restart” was launched in March this year, with the aim of promoting respect for the right to social protection and assistance of the vulnerable population of the Republic of Moldova, in accordance with international human rights standards. The reform aims to ensure uniform and equitable access of the population to quality social services.
