Cold period aid could be integrated into energy compensation mechanism
The Government has approved, with some recommendations, the draft law on the amendment of some normative documents (Law on the Energy Vulnerability Reduction Fund and Law on Social Aid), submitted as a legislative initiative by deputy Dan Perciun.
The aim of the project is to determine as efficiently as possible the vulnerable consumers in the context of granting compensation for the payment of energy consumption bills, and to integrate aid for the cold period of the year into the ”Help to meter” programme.
Thus, it is proposed to grant two types of energy payment compensations: energy compensation included in the bill and energy compensation in the form of a monetary payment to the vulnerable consumer.
Two new categories of vulnerability have also been introduced: maximum energy vulnerability and primary energy vulnerability, which will ensure a better differentiation of energy consumers, especially those with a very high degree of vulnerability.
In addition, it is proposed to add a new chapter to the Law on the Energy Vulnerability Reduction Fund, which will describe the mechanism for establishing the right to energy compensation in the form of a monetary payment to the vulnerable consumer and how it is to be paid.
