National Programme on Active and Healthy Ageing for 2023-2027 approved by the Government

The National Programme on Active and Healthy Ageing for 2023-2027 and the Action Plan for its implementation were approved today by the Government. The documents are aimed at integrating the principle of active ageing into the work of public authorities and institutions and creating an environment conducive to active and healthy ageing.
The objectives of the programme aim to ensure the strengthening of efforts of authorities and institutions involved in promoting active ageing, the integration and full participation of older people in social life and the development of social security, health, education and other systems in line with the principle of active ageing.
In the last 6 years, the number of people aged 60 and over has increased by more than 4%, currently accounting for about 24% of the country’s population, and the rapid pace of population ageing means that the proportion of older people is increasing significantly.
Thus, through this programme, the Government aims to further develop the social assistance, health, education, culture, sport, etc. systems that will allow the potential of active and healthy ageing to be harnessed, including through ensuring an inclusive labour market for all ages, the development of digital skills and active participation in decision-making and community development processes.
Following the implementation of the programme, the following key results will be achieved:
– 3000 elderly people will be provided with assistive devices/technical aids;
– basic social services for the elderly will be created and extended in 50 localities;
– community-based services and programmes for mobilising older people will be initiated in 50 localities;
– the “Cultural Voucher” programme will be extended to 5000 low-income elderly people;
– ICT equipment and connection support programme will be initiated and implemented for 25,000 low-income elderly people;
– digital skills of 5000 elderly people will be developed;
– Expand lifelong learning opportunities through the implementation of the “University for the 3rd age” concept;
– adjust sport and culture programmes to be more age-friendly. The implementation of the National Programme on Active and Healthy Ageing will involve central and local public authorities and public institutions in partnership with civil society and development partners, a key partner being the United Nations Population Fund.
