The unemployed will receive vouchers for vocational training
People registered as unemployed will receive vouchers for vocational training. This option is provided for in the draft law amending Law No. 105/2018 on the promotion of employment and unemployment insurance, drafted by a group of MPs in the Parliament of the Republic of Moldova and positively approved by the Government at the meeting of 7 September this year.
Vouchers will be granted by the National Agency for Employment and will be used by unemployed people to enrol in qualification, retraining or continuing training courses. They will represent the cost of the vocational training course, which will be taxed according to the general rule for training providers and not taxed for the unemployed.
The introduction of vouchers simplifies the selection of training providers, who are currently contracted under the public procurement procedure. This will enable the National Agency for Employment to make full use of the resources allocated to training the unemployed and to provide vocational training to more people.
The unemployed will be able to choose their own service providers from the list of those accredited or temporarily authorized by the National Agency for Quality Assurance in Education and Research, which will allow the number of training institutions to be expanded and the geographical area in which training courses will take place to be extended.
It should be noted that in 2021, 37 thousand people were registered by the National Agency for Employment as unemployed, of which more than 66% had no professional qualification. Only 886 people participated in training courses, which is 2.4% of the total number of the registered unemployed.
